SPM Holders


Introduction

This Chapter entails the study opportunities and courses offered for Malaysian at government public universities for SPM (Sijil Pelajaran Malaysia) holders at Diploma level.

The Chapter also touches on the admission requirements and application procedures, through the centralised processing agency namely BPKP, to study in public universities (government universities). SPM leavers need to apply to study in the public universities for Diploma level courses and Degree Foundation course through the BPKP.


The Bahagian Pengurusan Kemasukan Pelajar or BPKP (formerly known as Unit Pusat Universiti, UPU), one of the divisions under the Department of Higher Education Management, Ministry of Higher Education, processes applications from the above Malaysian qualification holders for entry into the public universities in the country. All applicants need to obtain the university application form from this agency for entry into public universities.

The application form (‘UPU’ Application Form) for SPM leavers is usually released in the month of February for the once a year intake in the month of July.
  1. The Providers
    Diploma Level The following public universities accept SPM holders or its equivalent into their Diploma programmes for the 2006/2007 academic session:
    1. Universiti Putra Malaysia (UPM)
    2. Universiti Teknologi Malaysia (UTM)
    3. Universiti Teknologi MARA (UiTM)
    4. Kolej Universiti Teknologi Tun Hussein Onn (KUiTTHO)
    5. Kolej Universiti Sains dan Teknologi Malaysia (KUSTEM)
    6. Kolej Universiti Teknikal Kebangsaan Malaysia (KUTKM)
    7. Kolej Universiti Kejuruteraan & Teknologi Malaysia (KUKTEM)
    8. Kolej Universiti Islam Malaysia (KUIM)
    9. Kolej Universiti Kejuruteraan Utara Malaysia (KUKUM)
    10. Universiti Darul Iman Malaysia (UDM) *
    (* Application Form to apply for 2006/2007 intake has to be obtained directly from UDM)

    Degree Foundation Course The following three public universities offer degree foundation course for SPM holders:
    1. Universiti Malaya (UM) – offers ‘program Asasi’
    2. Universiti Islam Antarabangsa Malaysia (UIAM) – offers ‘Program Matrikulasi’
    3. Universiti Teknologi MARA (UiTM) – offers ‘Asasi Undang-Undang’ and ‘Program pra Ijazah’
    (Note: Besides the above universities, the major providers of matriculation programmes are the Matriculation Division of the Ministry of Education. Programmes are being offered through the Matriculation Colleges set up by the Ministry. All applications to pursue the Ministry of Education’s matriculation programmes need to be submitted directly to the said Division)
  2. Application Requirements
    2.1 General RequirementsAll applicants who are applying for courses of study meant for SPM leavers need to comply with the following requirements:
    • Applicants must be Malaysian citizens
    • Possess SPM qualification or its equivalent with minimum 5 credits including Bahasa Melayu subject (A credit for Bahasa Malaysia/Bahasa Melayu in the July paper is acceptable)

    2.2 Specific Requirements
    • Applicants must fulfil the minimum requirements set/required for each programme being applied
    • The following programmes are meant only for the Bumiputra students:
      • All Matriculation programmes at UIAM
      • All ‘Asasi Sains’ foundation programmes at Universiti Malaya (UM)
      • All study programmes at UiTM
    • The following programmes are opened to both Bumiputra and Non-Bumiputra SPM holders :
      • All Diploma programmes offered by UPM, UTM, KUiTTHO, KUSTEM, KUTKM, KUKTEM and KUKUM
      • All ‘Asasi Pengajian Islam’ foundation programmes at Universiti Malaysia

    2.3. Criteria of Selection by BPKP
    • Applicants should achieve good academic results in the SPM examination and also good achievement in co-curricular activities
    • Applicants should possess a combination of subjects taken with relevance to the programmes applied for
    • Applicants should possess good subject grades for specialisation purposes
    • Applicants must pass the interview test which has been set by IPTA for study programmes that require interviews
    • Applicants should select study programmes according to order of priority; and
    • The availability of places by IPTA
  3. Marks Calculation for Entry into Public UniversitiesThe ranking of applicants is calculated based on merit system. Starting from the academic session 2006/2007, BPKP will accept SPM leavers into universities based on 90% academic marks and 10% co-curriculum marks scored by each and every candidate.

    The academic marks (90%) will be calculated based on total marks from 8 subjects, that is, 5 main subjects (90 marks) and the other 3 best subjects (30 marks).

    The co-curriculum marks (the remaining 10%) are based on co-curricular activities. Two out of four best areas of co-curricular activities, that is, Sports/Games, Uniformed Team, Clubs / Association and the NS (National Service) Programme are calculated. Total marks would be 10.

    The total merit marks, which will be used to rank the candidates, will then be calculated by adding up the scores of academic marks and co-curricular activities marks

    3.1 Calculation of Academic Marks
    The academic marks will be calculated based on total marks from 8 subjects, that is, 5 main subjects (90 marks) and the other 3 best subjects (30 marks).

    The 5 Main Subjects for SPM Science Stream
    • Mathematics
    • Addition Mathematics
    • Physics
    • Chemistry
    • Biology or one of the following subjects: Civil Engineering Studies, Electrical & Electronic Engineering Studies, Mechanical Engineering Studies, Invention, Engineering Drawing, Home Economic, Agricultural Science, Information Technology, Principles of Accounts, Commerce and Basic Economics.

    The 5 Main Subjects for SPM Arts Stream
    • Bahasa Melayu
    • Mathematics
    • Sciences
    • History
    • Islamic studies or one of the following subjects: Moral studies, Al-Quran and As-Sunnah Studies / Syariah Islamic Studies

    3.2 Calculation of Co-curricular Activities MarksThe remaining 10% of the total marks is based on co-curricular activities. The calculation of mark by BPKP for entry into public universities under the co-curricular section (10%) is based on SPM candidates’ best two out of four best areas of co-curricular activities. A Subject Grade Value is given to the position held and the level of involvement by the student. The highest mark for each activity is 10. The acceptable co-curricular activities are Sports/Games, Uniform Team, Clubs / Association and the NS (National Service Programme).

    3.3. Total Merit Marks

    Based on the above example the total merit mark scored by the candidate is:
    Total Merit Mark = Academic Mark + Co-curriculum Mark = 87.67 + 8.5 = 96.17
    (Note: The perfect score for merit marks is 100)
  4. Categories of ApplicantsThere are altogether 4 categories for SPM/or equivalent qualification holders who wish to apply into Diploma or Foundation programmes in the above-mentioned public universities.
    1. Category A
      For Year 2005 SPM leavers
    2. Category BFor Year 2003 or 2004 SPM leavers
    3. Category CFor Year 2002 or before SPM leavers or its equivalent which was approved by IPTA
    4. Category D
      • For Year 2003 SPM leavers with Year 2004 SPM re-seat qualifications and/or Year 2005 re-seat SPM qualifications
      • Or, for Year 2004 SPM leavers with Year 2005 re-seat qualifications
  5. Application ProcessApplicants are to submit their applications through one of the following procedures:
    1. On-Line Application
      • All Categories B, C and D applicants MUST apply online. Category A applicants interested to apply for the programmes with interviews at IPTA, can apply online. Online applications are opened to the public from February 2006. (A more detailed outline of online application can be accessed via the two education ministries, namely http://emoe.gov.my/ andhttp://www.mohe.gov.my/.)
      • Each applicant is charged RM10 as processing fee which must be paid at any branch of Bank Simpanan Nasional (BSN) by filling in the ‘Borang Pembayaran Wang Proses’ (Processing Fee Form). An additional 60sen will be charged by BSN as service charge. The total of RM10.60 charge is applicable for all programmes offered to SPM/equivalent leavers.
      • Upon receipt of the payment, BSN will issue a receipt which will have a Unique ID Number which the applicants must use for their online applications. The unique ID Number will be issued in the name and IC number of the applicant.
      • Applicants can update their applications online but it is limited to 3 times each person. Applicants are advised to read e-guidelines on the ministries’ website when applying so that the applicants can get all information needed.     2. Application Form
      • Only Category A applicants are allowed to apply using the application form.
      • Applicants are to submit the application forms for admission to BPKP IPT either via post or by hand at the Jabatan Pendidikan Tinggi (JPT) counter.
      • Each applicant is charged RM10 as processing fee which must be paid at any branch of Bank Simpanan Nasional (BSN) by filling in the ‘Borang Pembayaran Wang Proses’ (Processing Fee Form) provided together with the application form. An additional 60sen will be charged by BSN as service charge. The total of RM10.60 charge is applicable for all programmes offered to SPM/equivalent leavers.
      • Upon receipt of the payment, BSN will issue two receipts, one for submission together with the application form to the Student Enrolment Management Division (BPKP IPT) and the other to be kept by the applicant
  6. Closing Date For Application
    1. Categories A and DThe completed application forms for Categories A and D are to reach BPKP within ten (10) working days after the announcement of the SPM results.
    2. Categories B and CThe completed application forms for Categories B and C are to reach BPKP within ten (10) working days after the admission offer is announced in the selected local newspapers advertisement.

    Jabatan Pengurusan IPT will notify the successful students while the offer letter will be issued by the university concerned.
